Internal policy

 

October 3, 2007. The Prime Minister of Kazakhstan Karim Masimov familiarized with the course of realization of the state program of housing construction in Atyrau. During the working trip K. Masimov visited microdistrict Almagul. The microdistrict is on the left-bank part of city, total area of the building - 19.5 hectares.  Sixteen 9-stored and eight 16-stored houses, kindergarten for 320 children, a secondary school for 600 pupils, maternity hospital for 100 patients have been constructed on this territory. 18 apartment houses with 1377 apartments, three municipal houses for 243 apartments have been constructed within the limits of the state program of housing construction in Atyrau on credit basis.

The Prime Minister also took part in the opening ceremony of the international passenger terminal of Atyrau airport.

 

Foreign policy

 

October 4, 2007. The President of Kazakhstan Nursultan Nazarbayev arrived in Novosibirsk region to participate in the IV Russian-Kazakhstan forum of the leaders of frontier regions.

 

 

October 2, 2007. The President of Kazakhstan Nursultan Nazarbayev visited Turkey. During the negotiations with the President Abdulla Gul, leaders of two states discussed the further prospects of political, trade and economic, energy, investment, and cultural-humanitarian co-operation.

The volume of commodity turnover between Kazakhstan and Turkey in 2006 reached USD 906 million, and has grown by 40% this year in comparison with the last year. During negotiations the parties noted that Kazakhstan and Turkey have all opportunities for increasing economic co-operation and growth of commodity turnover up to USD 5 billion by 2010.

In the near future, Kazakhstan will sign the Program of economic co-operation with Turkey for 2007 - 2008 and the Plan of measures for its realization.

 

October 4, 2007. The negotiations between Prime Ministers of the governments of Kazakhstan Karim Masimov and Russia Victor Zubkov were held in Astrakhan region. During the negotiations the issues of co-operation in fuel, energy, transport, atomic energy and a number of other spheres were discussed. The commodity turnover between two countries in current year will reach USD 16 billion.

 

October 3, 2007. 15 years have passed since the day when the President of the Republic of Kazakhstan Nursultan Nazarbayev put forward from the tribune of the United Nations during the 47th session of the UN General Assembly in 1992 the Initiative on convocation of the Conference on Interaction and Confidence Building (CICA).

 According to the decision of the Second summit of the CICA leaders of the states and governments the October 5 was declared an official holiday - CICA Day in commemoration of promotion of idea of the leader of the state.

The President of the Republic of Kazakhstan, as the operating chairman of the meeting, received congratulations from the leaders of the states and governments of the CICA member countries. The President of Russia Vladimir Putin, the President of the Republic of Korea Ro Mu-Hyun, the President of Turkey Abdulla Gul, the President of Kyrgyzstan Kurmanbek Bakiyev, the Chairman of the Chinese National Republic Hu Jintao congratulated the President of Kazakhstan.

On October 17, the ceremonial meeting of the CICA Committee of senior officials will take place in Almaty in commemoration of the significant date at the level of vice Ministers for Foreign Affairs. The Minister for Foreign Affairs of Kazakhstan Marat Tazhin will open the meeting.

 CICA Secretariat agreement was signed on June 17, 2006 during II Summit of the forum. The headquarters of the Secretariat is located in Almaty.

 

Economy

 

October 4. The Minister of Energy and Mineral Resources of Kazakhstan Sauat Mynbayev during the exhibition-conference KIOGE-2007 held a number of meetings with the foreign. During the meeting with the delegation of the Kingdom of the Netherlands headed by vice Minister of International Economic Relations the Memorandum of mutual understanding was signed.  The parties also discussed the last changes to the Law on Subsoil and Subsoil Use and the issue of predictability of policy of Kazakhstan in relations to foreign investors.

S. Mynbayev also accept the Ambassador of South Korea to Kazakhstan Mr. Kim Il Sung, the representatives of the Korean national oil corporation, and Shin Heon-cheol, the President of the Company SK Energy that is a part of SK Corporation - one of the largest corporations in Korea. The Ambassador Kim Il Sung expressed interest in the signing of contract on petroliferous project in Zhambyl. The President of the Company SK Energy Shin Heon-cheol expressed intention to cooperate in the sphere of oil-and-gas, electric power and communication.

 

Finance

 

October 5, 2007. In October 2007, the National Bank of Kazakhstan will hold four auctions of short-term notes for the sum of KZT 400 billion.  According to the schedule, the first three auctions will be held on October 5, 12, 19 and the fourth - on October 26 or 28, the term of papers circulation - 28, 28, 28 and 28 (26) days accordingly. The announced volume of each release - KZT 100 billion.

 

Agriculture

 

October 2, 2007. The Minister of Agriculture considers that Kazakhstan should export at least 10 million tons of grain this year. "This year, probably, there will be more than 9 million tons. We, in Kazakhstan, need - 9 million tons, harvested 22 million tons. I think that minimum 10 million should be exported," Agriculture Minister Akhmetzhan Esimov said at the government meeting.  He noted that crop of current year is a record. "This year we have harvested 22 million tons. It has never taken place before, it is by 4 million tons more than in record years," A. Esimov noted.
