Ladies and gentlemen!
I want you to return as far back as the year of 1946 when the 1st session of the UN General Assembly has established the Commission to Deal with the Problem Raised by the Discovery of Atomic Energy.
Since then nothing has been done to allay the anxiety of the humanity. On the contrary, all these years the race for nuclear weapons possession was growing in strength. Furthermore, the terrorist organizations have joined it.
Although the world community has long ago recognized the need for reformation of the international security system still there is no tangible progress in this respect.
The lack of international consensus on this matter led to dramatic weakening of the collective security system. Generally I am referring to the systematic crisis of the international controllability. The world community has few legitimate levers to stop the proliferation of the weapons of mass destruction.
In addition to moral, economic and other motives we need legal barriers to stop the proliferation process. For this reason Kazakhstan suggests to adapt the Treaty to new realia.
It is high time to admit that the Nuclear Weapons Non-Proliferation Treaty has outlived its usefulness. It foresees sanctions against the non-nuclear weapon states. But if the nuclear powers call for prohibition of the nuclear weapon development, they are to show the example and abandon the nuclear potential. But they are doing nothing.
It motivates other states to get weapons of mass destruction. It is worth mentioning that in our view this drive is unreasoned.
Nation of Kazakhstan has suffered all horrors of the aftermath of 456 nuclear explosions at Semipalatinsk atomic proving ground.
Therefore, the first historic decision Kazakhstan has made after attaining independence was to shut down Semipalatinsk polygon. After that Kazakhstan has renounced the fourth largest nuclear potential in the world and liquidated its infrastructures.
This step has determined the strategy of our state in the sphere of global security. For the first time in the history of humanity the country that possessed the destructive power has voluntary renounced it.
I am confident that by this decision Kazakhstan conciliated trust worldwide. Owing to this, the considerable foreign investments were channeled into Kazakhstan framing the basis of the impressive breakthrough in country’s development.
By renouncing the nuclear potential we have strengthened our independence and got guarantees of security on the part of all nuclear powers. Why can not others follow our example? Why spending enormous sums of money on arms race?

International terrorism significantly weakened security of the world community within recent years.
Financial support of terrorism is realized though the international narcotic traffic. The third part of an annual turnover of the “terrorist economy” falls namely on the narcotic industry.
It is well known that the terrorism settles down in unstable and poor countries. In our region it is Afghanistan. Drug trafficking from this country constantly grows.
Poor countries need help of the developed states. Owing to the rapid economic development our country is included into the group of states – “new donors”. In the recent years Kazakhstan sees annual growth of economy by 10 per cent.
Kazakhstan concerns about the problems connected with the process of Iraq rehabilitation and stabilization of situation in Afghanistan.
Peoples of our region, as the whole world community, count on the pacific settlement of the so called Iran crisis. The best way Iran can make it, is to prove peaceful character of its nuclear program.
Dear Chairman!
Present efforts of the UN on holding peace operations are the most efficient instrument of the peaceful settlement of the regional crises.
15 years ago Kazakhstan proposed the initiative on strengthening peacekeeping potential of the United Nations. We offered to create a peacekeeping fund of the UN at the expense of the voluntary allocation of one per cent from the military budgets of the states.
This idea obtained support on the part of UN Secretary General Ban Ki-moon who suggested redirecting 1% of the world military expenditures to the Development Goals’ realization.
Such a solution may become an important step to the implementation of the UN Strategy on Millennium Development Goals.
Ladies and gentlemen!
Let me draw your intention to a number of important issues of Kazakhstan’s cooperation with the United Nations Organization and its members.
Firstly, Kazakhstan welcomes the decision of the General Assembly to define problems connected with the climate change as a priority theme of the current session.
In this context it is necessary to pay attention to the initiative promoted within the Johannesburg summit on sustainable development. I offer to create the register of international ecological problems within the frame of the UN. This document will help work out mechanisms of the struggle against ecological catastrophes.
Central Asian countries made every effort to rehabilitate the Aral Sea. But it is impossible to solve this problem without the consolidation of the world community’s efforts. Thus I offer to give the International Aral Sea Rehabilitation Fund a status of the UN institution.
Secondly, the world community faces to date urgent issues of deepening global energy crisis and growing threat of unfavorable climate changes on earth. We share concerns with G8 and APEC.
There are good reasons to develop a Global Energy-Ecological Strategy within the frame United Nations Organization and discuss it at the World Sustainable Development Summit in 2012.
Thirdly, the Caspian region, the part of which is Kazakhstan, plays ever-growing role in the international energy market.
To date Kazakhstan stands the 7th in terms of oil stockpile, the 6th in gas reserves and ranks 2nd in uranium reserves. Kazakhstan will join the top ten of the largest producers and exporters of oil and gas around the world. Abundant with uranium reserves we will play an important role in the development of the atomic energy. Thereat, Kazakhstan to the full recognizes its responsibility for enhancing the global energy balance and security.
To further diversification of delivering energy sources to consumers and pledging security to generators of powers Kazakhstan proposes to adopt a Eurasian Energy Deliveries Stability Pact.
Fourthly, for the first time in the history of the United Nations Kazakhstan hosted a global conference on the problems of the developing landlocked countries that led to adoption of an international document, Almaty Action Plan.
An important and consequent step in this direction became the decisions on development of the regional cooperation and transport and transit infrastructure achieved at the last session of the Economic and Social Commission of the UN for Asia and Pacific, held this may in Kazakhstan.
Fifthly, we should highlight formation of the mechanism of collective security due to the realization of the Kazakh initiative of convocation of the Conference on Interaction and Confidence-Building Measures in Asia (CICA), voiced right here back to 1992.
Sixthly, we voice support to joint efforts on reforming the UN activity. It is our belief, the reform should cover the methods of the work of the Security Council with the view of raising its transparency and accountability.
The General Assembly should occupy the central place as a key advisory, decision-making and representative body of the United Nations.
